In honor of New Jersey Local Government Week, we're spotlighting three municipalities using technology to strengthen communication and build trust with residents.
Every year, New Jersey celebrates Local Government Week—a time to recognize the dedicated public servants who keep our communities running smoothly and the innovative approaches they're taking to better serve residents.
From streamlining emergency communications to empowering residents with real-time updates, local governments across the Garden State are demonstrating what's possible when technology meets public service.
This year, we're celebrating three New Jersey municipalities that are leading the way: Haddonfield Borough, Township of Raritan, and Winslow Township. Each has found unique ways to use GOGov's citizen engagement platform to strengthen their connection with residents.
When a major infrastructure disruption hits your community, how do you keep residents informed in real-time? For Haddonfield Borough, the answer was GOGov.
Joana McDonnell, Communications Director for Haddonfield, describes how the platform has transformed the borough's approach to resident communication:
"GOGov has helped us connect with residents in ways that are clear, timely, and trusted. It has strengthened our communications with stakeholders and reinforced transparency across the Borough."
— Joana McDonnell, Communications Director, Haddonfield, NJ
One of the concerns municipalities often have when adopting new technology is the complexity of implementation. Would staff need extensive training? Would the setup process drag on for months?
Haddonfield's experience was quite the opposite:
"The team provided ready-to-use graphics and practical advice, which made onboarding incredibly easy."
— Joana McDonnell, Communications Director, Haddonfield, NJ
The true test of any communication system comes during a crisis. When Haddonfield faced a major infrastructure disruption, GOGov proved its value:
"Many residents expressed their gratitude for receiving real-time information during such a disruptive event."
— Joana McDonnell, Communications Director, Haddonfield, NJ
When residents know they can count on their local government to keep them informed—especially during emergencies—trust deepens and civic engagement strengthens.
Finding the right balance in municipal communication is challenging. Send too many notifications, and residents tune out. Send too few, and they feel disconnected. Township of Raritan has found the sweet spot.
Daniel Chow explains how GOGov has become an essential tool for the township:
"GOGov has really helped us streamline our communication. It's become our go-to for getting timely, non-emergency information out to the public in a way that feels accessible and not overwhelming."
— Daniel Chow, Township of Raritan, NJ
One of the most powerful features of modern citizen engagement platforms is the ability to let residents choose what matters to them. Raritan Township has embraced this approach:
"Residents can choose the type of notifications they want to receive, so they're not cluttered with every update—we can tailor the message to the right people. Internally, it's helped the township stay organized, and externally, it's empowered residents to stay connected on their terms."
— Daniel Chow, Township of Raritan, NJ
This personalization creates a win-win scenario: residents get the information that matters to them without notification fatigue, and the township ensures important messages reach the right audience.
Not every resident is digitally connected, but that doesn't mean the benefits of digital communication can't reach them. Chow has observed an interesting phenomenon:
"I've had meaningful conversations with older residents who mentioned that a neighbor or friend who's more tech-savvy let them know what the township is doing. In short, our messaging has been reaching people both on and offline."
— Daniel Chow, Township of Raritan, NJ
This organic word-of-mouth amplification shows how effective digital communication can have ripple effects throughout a community, even reaching those who aren't directly using the technology.
Raritan Township's positive experience extended beyond just the software—it included the entire implementation process:
"GOGov was extremely transparent and accommodating throughout the project, providing status updates and developments as the app was being built. They provided an outline of the project's phases from the kick-off call to official launch. The training covered general app maintenance and marketing and took approximately 90 minutes. Whenever we had questions or follow-up inquiries, GOGov took the time to understand and effectively addressed our suggestions in a timely fashion."
— Daniel Chow, Township of Raritan, NJ
This level of support and transparency during implementation makes all the difference in successful technology adoption.
Some municipalities adopt technology for specific use cases—emergency alerts, or event notifications, or service requests. And then there's Winslow Township, which has embraced GOGov's full potential.
When asked how they're using the platform, Karen Bringhurst, Administrative Clerk at Winslow Township, had a telling response:
"It's easier to tell you how we're not using it!"
— Karen Bringhurst, Administrative Clerk, Winslow Township, NJ
This statement speaks volumes. Rather than limiting the technology to a single department or function, Winslow Township has integrated GOGov throughout their operations, finding creative ways to leverage it across multiple touchpoints with residents.
When a municipality fully embraces a citizen engagement platform, the benefits compound:
Winslow Township's all-in approach exemplifies how technology can truly transform municipal operations when adopted comprehensively.
These three municipalities—Haddonfield, Raritan Township, and Winslow Township—offer valuable lessons for local governments across New Jersey and beyond:
With the right partner and support, onboarding can be smooth and straightforward. As Haddonfield discovered, ready-to-use resources and practical guidance make all the difference.
Raritan Township's success with customized notifications shows that residents appreciate having control over what information they receive. This respect for their time and attention builds trust.
Even residents who don't use the technology directly can benefit when their neighbors, friends, and family members share information they receive through digital channels.
Both in how GOGov worked with these municipalities and how the municipalities use the platform to communicate with residents, transparency is the common thread that builds lasting trust.
Winslow Township's experience shows that municipalities that embrace the full potential of citizen engagement platforms see exponentially greater value than those who limit usage to specific functions.
New Jersey's local governments serve some of the nation's most diverse communities. From small boroughs to large townships, from coastal towns to suburban municipalities, the Garden State's local leaders face unique challenges and opportunities.
What these three municipalities demonstrate is that regardless of size, location, or resources, modern technology can help local governments:
New Jersey Local Government Week is an opportunity to recognize the dedicated public servants who work tirelessly to serve their communities. It's also a time to celebrate innovation and forward-thinking approaches to municipal governance.
Haddonfield, Raritan Township, and Winslow Township exemplify this spirit of innovation. By embracing modern communication technology, they're not replacing traditional government—they're enhancing it, making it more accessible, more transparent, and more responsive to residents' needs.
As we celebrate New Jersey Local Government Week, we honor not just these three municipalities, but all Garden State communities working to serve residents better every day.
